Abstract:

This study aimed to analyze the effectiveness of Monitoring and Evaluation (M&E) systems in development projects in Qatra Al-Raihan village (Al-Ghab region, Hama governorate) and to diagnose their constraints. The field study (2023–2024) employed a descriptive-analytical approach, using a questionnaire administered to a purposive sample (60 respondents) from beneficiaries, community workers, local committee members, and government officials. Results revealed significant deficiencies across all M&E dimensions: knowledge and skills reached only 48%, adequate training 38%, specialized staff absence 34%, and decision-making participation 40%. Correlation analysis confirmed statistically significant relationships between independent variables and evaluation quality (r = 0.58–0.63, p < 0.01). One-way ANOVA revealed significant differences among the four groups [F (3,56) = 4.86, p = 0.004, η² = 0.21], and Post-hoc tests showed significant differences between beneficiaries and workers (p = 0.018), and between beneficiaries and government officials (p = 0.004). The study concluded that the current system lacks the necessary effectiveness for impact measurement and requires fundamental reform focused on capacity building, fostering genuine participation, and strengthening institutional frameworks.
